Ines Allouche Chief of Party

Ines Allouche is a project manager with a background in finance and over 20 years of experience related to the international and Tunisian financial sectors. Adept at leading cross-functional teams and leveraging strong communication skills to drive project success. Currently serve as USAID Jobs Opportunities & Business

Success (JOBS) Chief of Party. Prior to joining JOBS, she worked on several USAID projects as access to finance team leader, including the USAID Middle East Economic Growth Best Practices Project (MEG) and the USAID Business Reform and Competitiveness Project (BRCP). For the latter, she also served as deputy chief of party for almost a year before the project’s completion. In addition to her work with USAID, Ms. Allouche is a finance lecturer at the Tunisian Exchange Training Institute (IFBT) and a professor at the University of Manouba. She holds a PhD in management sciences.

Khalil El Adab Entreprise Engagement Team Leader

Khalil El Adab is a senior business advisor with more than 25 years of experience. His work has taken him throughout Europe, the Middle East, and North Africa, including to Tunisia, Algeria, Morocco, Libya, Egypt, Yemen, Jordan, France, Germany, Denmark, and the US, where he has helped international companies expand their activities, increase sales, and create jobs. Prior to joining JOBS, he worked as a value-chain expert on several USAID projects, including the USAID Middle East Economic Growth Best Practices Project (MEG) and the USAID Business Reform and Competitiveness Project (BRCP).

wided hasnaoui
Wided Hasnaoui Workforce Development Team Leader

Wided Hasnaoui leads JOBS’ workforce development team to implement curricula reform and youth employability initiatives in partnership with the ministries of higher education and vocational training and their related educational institutions. She led Tunisia's first completely online, nationwide platform for internships, which facilitated 1,505 internships for Tunisian youth in 2022. She also led the design and implementation of a sustainable governance and business model for Tunisia’s network of university career centers, improving and expanding career services for 103,000 youth. In addition, she worked to implement higher and vocational education curricula reform that is impacting more than 42,000 youth today. Prior to JOBS, Ms. Hasnaoui was a university teacher for 14 years. With the support of USAID, she started Tunisia’s first university career center (4C) in 2013 at the Higher Institute of Technological Studies (ISET) Zaghouan, in partnership with the ministry of higher education. She previously worked in advertising, publishing, and information communication technology, including as a marketing manager. She holds a master’s degree in marketing from the University of Tunis El Manar.

Hajer Torjman Strategic Communications and Outreach Team Leader

Hajer Torjman is the founder and director of JOBS’ subcontractor DevReach. She leads JOBS’ communications strategy and outreach efforts, overseeing the creation of project success stories that encourage innovation and entrepreneurship in Tunisia, campaigns to promote JOBS’ grant programs, and multimedia content on JOBS’ work for the US Embassy to Tunisia and USAID Tunisia’s mission. To better inform JOBS' outreach to Tunisian youth, she also oversaw a comprehensive national survey that assessed 10,000 youths' level of economic optimism.

Ms. Torjman’s expertise includes strategic communications, youth and marginalization, violence prevention, and social inclusion. She has worked in development and social care for more than 15 years, including with international organizations such as Handicap International, Catholic Charities, Anglicare Central Queensland, and Creative Associates International. She holds a master of science in clinical psychology from the University of Human Sciences in Tunis and a master of science in intellectual disabilities from the University of Portsmouth.

Noelle Veltzé Senior Operations and Technical Support Specialist

Noelle Veltzé oversees JOBS’ operations, finances, human resources, grants, and contracts to achieve JOBS’ results and impact. Ms. Veltzé is a project leader and development specialist with more than 20 years of experience in the Middle East, Asia, Latin America, and the Caribbean, including 17 years implementing USAID economic growth, environment, and governance projects. Other senior leadership roles she has held include chief of party for the USAID BIJAK and ProRep projects in Indonesia, and deputy chief of party for the USAID Nepal Transition Initiative. Ms. Veltzé holds an undergraduate degree in Latin American Studies from the University of North Carolina-Chapel Hill and a master of science in management from the University Pompeu Fabra..

Sonia Aouni
Sonia Aouni Finance and Operations Director

Sonia Aouni oversees all project operations and finance functions, directly supervising the operations and finance teams. She has a wide range administrative, financial, contractual, management, and reporting responsibilities. They include leading office administration, logistics, office maintenance, office procurements, finance tasks, and coordination with the home office on operations, finance, and compliance matters to ensure efficient and compliant operations for program implementation.

Ms. Aouni holds a bachelor’s degree in finance and a master’s degree in financial engineering. She has 16 years of experience in accounting, finance, and administration management with the African Development Bank, the United Nations Support Mission in Libya, the International Organization for Migration of Libya, and the International Rescue Committee of Libya.

Salma Rachek
Salma Rachek Technical Support Director

Salma Rachek oversees JOBS’ grants, procurement, technical assistance contracting, and subcontracts activities. She is responsible for implementing and managing the project’s grant programs in compliance with US government rules and regulations. As part of this role, she worked in close coordination with JOBS' enterprise engagement team to launch a $10 million COVID-19 Enterprise Recovery Fund for hard-hit Tunisian businesses, as well as an additional grant program worth approximately $1 million for enterprises in the agricultural and fisheries sector.

Before joining JOBS, Ms. Rachek worked for more than 15 years in supply-chain management for multinational companies in a variety of sectors, including agribusiness and pharmaceuticals. She held numerous senior positions during this time managing contracting, procurement sponsorship, and donations operations. Ms. Rachek holds a bachelor’s degree in finance from the Business University of Sfax and two mini-master’s degrees in supply-chain and leadership management from Arizona State University.
